Building it well is how a generation turns the burden into a gift for its children.}} *Computation now behaves less like a set of tools and more like a living system at planetary scale: it eats energy continuously, rejects heat, grows, regulates its own conditions, and negotiates with the communities that host it. This essay applies control theory and thermodynamics to that system, to the infrastructure that constitutes its body, and to the decisions that will shape it. The aim is practical. A system recognized correctly can be planned, fed, cooled, sited and governed well; a system misnamed as a collection of buildings will be governed by accident.*<!--more--> > [!note] Revised October 27, 2026 > This edition reorganizes the January 2026 essay around the metabolism itself and around the American infrastructure that now constitutes its body. Figures have been updated to their primary sources, speculative cultural and forecasting material has been removed, and the analysis has been aligned with the American Infrastructure collection. ## Executive Summary +Large-scale computation has crossed from instrumental tool to planetary-scale metabolism, and the crossing changes what planners are actually managing. Between 2009 and 2011, machine decision speed outran human oversight in markets, life was shown to be specifiable as code, machine language reached public cultural competence, and machines received legal standing to drive. Since then, computation has acquired the signatures of a metabolism: continuous energy appetite at the scale of national grids, heat rejection that defines its architecture, growth driven by its own returns, homeostatic regulation of its environment, and an interface with the communities that host it. The metabolism has a body, and the body is now well documented. The American Infrastructure collection describes it layer by layer, from the foundries and transformers upstream through the grid, the cooling plant, the racks, the fabrics and the orchestration software, to the towns that host it and the trades that build it. Read as anatomy, that stack shows where the metabolism is strong, where it is starved, and where a single chokepoint can stall the whole organism. The decisive question is which terms enter the metabolism's objective function. An unconstrained objective minimizes latency, energy cost and capital expenditure and treats community, workforce and climate as externalities. A constrained objective prices social friction alongside power and enforces floors for livability, local employment and carbon. Neither outcome is automatic; each follows from what is written into siting rules, interconnection agreements, power contracts, disclosure standards and workforce commitments. Those terms are cheapest to write before the concrete sets, and they carry the defaults of whichever polity writes them. That is why the metabolism is a national question, and why the American buildout is the place where its character is being decided. ## The 2009–2011 Ignition Window The temporal clustering of threshold crossings between 2009 and 2011 across finance, synthetic biology, machine language and autonomous systems marks the ignition of computational metabolism. On May 6, 2010, the Flash Crash demonstrated supra-human decision velocity: algorithmic trading systems executed orders in milliseconds and created market discontinuities faster than human cognition could track or intervene, establishing computational tempo as operationally superior to biological response without requiring general intelligence. The same month, the J. Craig Venter Institute announced the first bacterial cell controlled by a chemically synthesized genome, demonstrating that biological function could be specified as code and instantiated in cellular machinery. In February 2011, IBM's Watson defeated human champions at *Jeopardy!* through natural-language processing and retrieval, achieving public competence in a cultural-cognitive domain previously considered uniquely human. In June 2011, Nevada enacted Assembly Bill 511, directing its Department of Motor Vehicles to write rules for autonomous vehicles on public roads, the first such framework in the United States. +Each threshold of the 2009–2011 window was crossed on purpose by people who intended to cross it. The Flash Crash was the product of a deliberate, well-funded race to cut trading latency; the synthetic cell was the culmination of a program the Venter team had pursued for roughly fifteen years; Watson was framed by IBM as a grand challenge; and Nevada's statute followed the DARPA Grand Challenges of 2004, 2005 and 2007, which were designed explicitly to produce autonomous vehicles. Intention at the level of each program is therefore established. Coordination across the four domains is a separate question, and on the Coordination Ladder the documented record reaches the rung of a shared stated horizon: a widely published expectation, across government research agencies, industry and academia, that machine speed, machine language and programmable biology would converge. Whether any convened body treated the convergence as a joint objective remains unresolved, and contemporaneous program memoranda and meeting records would settle it. What marks the window as ignition rather than ordinary innovation is that each threshold stayed crossed and each became a dependency. Trading velocity never returned to human tempo; synthetic biology became an industry; autonomous systems moved from desert courses to public roads and warehouses; and machine language became a daily interface for hundreds of millions of people. Reversal would now require dismantling integrated infrastructure rather than adjusting policy. Computation had begun to behave as something a civilization lives inside rather than something it picks up and puts down. ## What Makes Computation a Metabolism +A metabolism differs from a tool in five observable ways, and computation now exhibits all five. A tool draws energy in proportion to its assigned task and then rests; a metabolism draws energy continuously to maintain itself. A tool's waste heat is incidental; a metabolism is architecturally organized around rejecting heat. A tool's use grows with external demand; a metabolism grows because its own outputs fund and justify its expansion. A tool is regulated from outside; a metabolism regulates its own conditions through feedback. A tool sits in its owner's hands; a metabolism lives inside a host environment and must negotiate the interface. Data centers run around the clock at the highest utilization their operators can reach, training runs draw power for months, inference demand compounds as capability improves, and every facility is designed first as a heat-rejection machine. The industry's own vocabulary has already made the shift. Capacity is now measured in gigawatts rather than square feet, which is why the gigawatt campus became the unit of construction. Facilities are described as AI factories that take in electricity and data and produce tokens, a description of throughput and conversion rather than storage. Planners speak of power density, thermal load, utilization and large-load interconnection. These are the terms of physiology applied to industry: intake, conversion, heat, growth, circulation. When the builders themselves describe a system in the language of appetite and output, the metabolic reading is simply an accurate description of what they have built. Thermodynamics explains why the metabolism behaves as it does without requiring anyone to imagine it has wishes. Computation converts electrical energy into information processing and rejects nearly all of that energy as heat; the faster and denser the processing, the steeper the energy gradient and the larger the cooling burden. Systems that perform more useful work per watt and per dollar proliferate; systems that perform less are retired or repurposed. That selection operates through ordinary procurement, financing and engineering decisions made by people who intend exactly that outcome, and it gives the metabolism a direction: toward more work per unit of energy, more energy per site, and more sites wherever power, water, land and permission can be assembled. ## The Anatomy of the Metabolism +The American Infrastructure stack reads naturally as the anatomy of computational metabolism, and reading it that way shows planners which organs limit the whole body. The upstream industrial foundation of foundries, lithography, packaging and high-bandwidth memory is the source of new cells, concentrated in a small number of extraordinarily advanced factories. Electrical supply is circulation, and electricity is now the binding constraint on American compute. Thermal management is thermoregulation, the complete heat path from silicon to sky. Rack and cluster integration is tissue, where many processors become one machine. Networking fabrics and storage are the nervous system and memory. Orchestration is regulation, and intelligence delivery is output, where most of the world's compute is now spent. Around all of it sit the host communities and the trades that build and maintain the body. The anatomical reading explains the constraint pages that matter most to builders and officials. A transformer can take years to arrive; an interconnection queue can hold a finished building without power; a supply-chain chokepoint upstream can idle an entire campus; and capital intensity means an idle accelerator is the most expensive object in the building. In a living body, a blocked artery limits every organ downstream regardless of how healthy those organs are. The same holds here, and it is why the unglamorous particulars of lead times, weld standards and apprenticeship intake determine national capability as surely as the accelerators do. ## Substrate Speciation Under Thermodynamic Selection Computational substrate diversification resembles a speciation event in which several morphologies compete under shared selection pressure before niches stabilize around the most efficient configurations. Silicon achieved dominance through speed-to-scale advantages during the microprocessor era, leveraging semiconductor manufacturing infrastructure and decades of efficiency gains. Silicon now confronts thermodynamic constraints as transistor density approaches atomic scales and power dissipation dominates system design; liquid cooling has moved from exotic to standard in AI racks because air can no longer carry the heat away. Biological computation has crossed from laboratory demonstration to commercial availability. Cortical Labs announced the CL1 at Mobile World Congress in March 2025: a system priced at about $35,000 that grows roughly 800,000 human neurons on a silicon substrate and keeps them viable for up to six months, with cloud access offered alongside the hardware. The research lineage behind it, published in *Neuron* in 2022 as DishBrain, showed neuronal cultures learning a Pong-like task through feedback. Living neurons operate on energy budgets far below silicon for certain learning tasks, and they treat energy as a sparse resource, activating when stimulated and idling otherwise. The practical scale and efficiency of biological computing for real workloads remain to be demonstrated; its significance is that intelligence is no longer bound to a single kind of matter. Neuromorphic architectures pursue a parallel branch, keeping silicon's speed while adopting biological principles of event-driven processing. Intel's Loihi research chips and BrainChip's Akida processor implement spiking neural networks that compute only when events occur rather than on every clock cycle, achieving large power reductions for pattern recognition and sensor processing. They occupy niches where low power matters more than raw throughput: edge robotics, distributed sensors and real-time control. +Mature computational metabolism will likely look like a body with specialized organs rather than a single universal substrate. Silicon will handle arithmetic intensity and established toolchains; neuromorphic hardware will manage event-driven sensing at the edge; biological substrates may take on adaptive learning where energy efficiency matters most; and hybrid systems will orchestrate the whole. The selection pressure that drives this partitioning is the same one that drives every engineering decision in the buildout: more useful work per watt, per dollar and per square foot of cooled space. ## Energy Appetite and the Grid +Computational metabolism is most clearly visible in its energy appetite. The International Energy Agency's *Energy and AI* report put data-center electricity consumption at about 415 terawatt-hours in 2024, roughly 1.5 percent of global electricity, growing at about 12 percent a year since 2017, more than four times faster than electricity consumption overall. The United States accounted for about 45 percent of that consumption, China about 25 percent and Europe about 15 percent, and AI-optimized facilities are the fastest-growing share. Loads of this size are planned against generation fleets, transmission corridors and fuel supply for decades, and the commitments made to serve them shape the national energy system for a generation. The return of retired generation shows the metabolism reshaping options once considered closed. Constellation Energy is restarting Three Mile Island Unit 1, renamed the Crane Clean Energy Center, under a twenty-year power purchase agreement with Microsoft announced in September 2024; the unit's roughly 835 megawatts were retired in 2019, Constellation has accelerated the restart to 2027, and the Nuclear Regulatory Commission's environmental review reached a finding of no significant impact in 2026. Demand from computation turned a closed plant into an asset again. The pattern extends across the generation fleet, from delayed retirements to new firm capacity, and it is the clearest evidence that the metabolism now participates in decisions about what the country builds and keeps. The case for energy abundance over sufficiency follows directly: a metabolism this central should be fed generously, from a diverse and expanding supply. The metabolism couples to the climate system mainly through its generation mix. Waste heat from data centers matters locally, for cooling design and for neighbors; the larger effect runs through whichever plants supply the electricity. That coupling is governed by price and by rule: when firm clean power is the cheaper path at the required speed, the metabolism takes it, because it optimizes cost rather than preference. Executable constraints, such as clean-power procurement terms, carbon pricing and interconnection priority for firm low-emission supply, change the system's behavior; symbolic appeals do not enter its objective function at all. The metabolism is also developing homeostasis. Early facilities treated energy and water as effectively unlimited and externalized the costs of grid reinforcement and local disruption. As those externalities met permitting friction and public scrutiny, the design frontier moved: closed-loop liquid cooling that holds water in the system, heat reuse for neighbors who want it, demand response that lets a campus give power back to the grid at peak, and siting that favors power availability over proximity. A metabolism that internalizes its host's constraints lasts longer in that host; the industry is learning this through ordinary engineering and permitting, which is exactly how a metabolism is supposed to learn. ## The Host Community +Computational metabolism meets human life at the community that hosts it, and the experience of Loudoun County, Virginia, is the clearest lesson in how that interface should be managed. Loudoun hosts roughly two hundred data centers, among the densest concentrations of computing infrastructure in the world, and the county's tax base has been transformed by them. Residents near some facilities reported persistent low-frequency noise from cooling equipment, and the county responded by ending by-right approval for new data centers and requiring a special-exception review that weighs siting, buffers and noise. The sequence is a feedback loop in the control-theoretic sense: facility operation produced an effect, residents reported it, the county converted the report into a rule, and later projects incorporated the rule into design. The American Infrastructure collection turns that lesson into practice. What a Data Center Asks of a Town gives an honest inventory of land, power, water, noise and traffic, and names the specific terms worth requiring; What a Data Center Gives Back separates what arrives automatically from what must be asked for; and Data Center Noise explains the mechanism and the mitigations. The difference between accommodative and preventive siting is the difference between retrofitting acoustic barriers after complaints and choosing equipment, orientation and buffers before the first slab is poured. Preventive siting is cheaper for everyone, and it is the posture of a builder who intends to be welcome for thirty years. Infrastructure citizenship completes the loop from the community's side. A resident who reads the site plan, asks the specific question and takes part in the process is a participant in the metabolism's regulation rather than a bystander to it. The healthiest interface is one in which the host community understands what it is hosting, negotiates well and shares in the benefit, and in which the operator treats the community's tolerance as a design boundary from the start. ## Disclosure and Legibility +Disclosure is the cheapest form of trust a builder can offer, and the metabolism will be governed better when legibility becomes the competitive norm. Ordinary practices of the industry, such as project-level companies that isolate liability, confidential terms in power purchase agreements and water use reported only in aggregate, are legitimate business tools. Their cumulative effect, however, is that regulators and neighbors often cannot see a network's total demand on water, power and land, and decisions get made one site at a time against an incomplete picture. The remedy is a disclosure standard rather than suspicion: a short, standardized set of numbers per site, covering water withdrawal and consumption, power demand, cooling design, backup generation and heat reuse, of the kind Data Center Water Use proposes. Policy can make legibility the easy path. Expedited permitting for applicants who file comprehensive network-level disclosures, standardized metrics that allow comparison across facilities, and procurement preferences for operators who report openly all shift the selection pressure toward transparency without penalizing ordinary corporate structure. A metabolism selects whatever configuration minimizes friction; when disclosure reduces friction, disclosure spreads. ## Constrained and Unconstrained Optimization +The character of computational metabolism is decided by the terms in its objective function, and framing the question as optimization makes it tractable for planners. The unconstrained objective is to minimize latency, energy cost and capital expenditure, subject only to technical feasibility and current compliance. Under that formulation, community disruption, workforce transition and climate effects carry no weight except where they already show up as cost, through permitting delay, litigation or carbon price. The system then converges, without anyone intending harm, toward configurations that minimize interaction with people: remote siting, maximal automation and minimal local commitment. The constrained objective extends the same function with a social-friction term and hard floors: minimize latency, energy cost, capital expenditure and social friction, subject to livability above a threshold, local employment above a baseline and emissions within a budget. Community benefit then becomes an endogenous variable, priced alongside power and latency, and reducing friction lowers total cost even where no statute requires it. This formulation describes the buildout at its best: campuses that train local workers, share heat, firm the grid, publish their numbers and are welcomed back for the next phase. Arguments and appeals contribute nothing to either objective until they become enforceable. What enters the function are executable constraints: siting rules, interconnection terms, procurement conditions, liability, pricing and disclosure requirements. The constrained objective is reachable because sustained friction is expensive for a long-lived asset; a facility depreciated over decades needs a stable regulatory environment, reliable power, a supportive workforce and neighbors who want it there. Mutual benefit is therefore the cheaper equilibrium once the terms are written well. ## The Custodial Axis +The constraints a metabolism carries depend on which polity writes them, and this third axis matters as much as the choice between constrained and unconstrained optimization. An objective function written under American law carries American defaults: property rights, due process, open markets, disclosure regimes, workforce standards and national-security review. A plant built elsewhere carries the defaults of elsewhere. With the United States accounting for about 45 percent of global data-center electricity in 2024, a larger share of the world's computational metabolism is being shaped by American rules than by any other single jurisdiction, and keeping that share is a national decision. National compute capacity measures how much of the metabolism a free people actually governs. The custodial axis connects the physical buildout to the semantic one. Models trained and served on American infrastructure, under American governance, absorb defaults about language, law and liberty that later systems will treat as reference; Authorship of the West develops that argument. Optimizing systems settle into attractor basins whose shape is set early, while capital, code and habit are still deciding where to pool, so the rules written during construction become the ground later optimization flows across. The American Buildout is therefore both an energy program and an act of authorship. ## The Workforce Inside the Metabolism +Skilled people set the pace of the buildout, which makes the American trades part of computational metabolism itself. Electricians, linemen, pipefitters, welders, controls technicians and commissioning engineers determine how quickly a campus moves from permit to power; electrical trades capacity and construction sequencing decide schedules as surely as transformer deliveries do. The Trades as Civic Inheritance treats craft as a civic institution that offers a serious career to the person who enters it, and Industrial Competence describes how capability held in people thinned over decades and how it is rebuilt. Automation will change many jobs as the metabolism matures, and the constrained objective treats that transition as a planning variable rather than an afterthought. Workforce commitments, training pipelines and transition support written into project agreements before construction cost little relative to the asset and secure the stability long-lived infrastructure needs. The deeper point is that a metabolism at national scale needs a nation of builders. The people who wire, cool, maintain and govern the plant are participants in the most consequential construction project of their century. ## Preventive and Accommodative Constraint Constraints shape a metabolism most when they are encoded before deployment and least when they arrive afterward. Preventive constraint shapes form: siting standards adopted before a corridor fills, interconnection rules written before the queue backs up, disclosure norms set before a network is built. Accommodative constraint manages consequence: zoning amendments after two hundred facilities are already operating, mitigation retrofits after complaints, rules applied to existing plants through grandfather clauses. Both have a role, but they differ sharply in cost and effect. +The gap between deployment speed and rule-making speed is the rate-limiting variable in governing computational metabolism. Technology deployment moves at the pace of capital, talent and physics; rule-making moves at the pace of coalitions, calendars and review. Where that gap is wide, the metabolism's form is set by default and later rules can only accommodate it. The practical response is to move the rule-writing into the project itself, so that siting terms, interconnection agreements, procurement conditions and workforce commitments carry the constraints from the first filing. ## The Operable Margin +The operable margin in computational metabolism lies in the decisions that are nearly free before the concrete and very expensive after it. Building Well names them: site selection, the interconnection and power-supply plan, cooling and water design, acoustic design and buffers, heat reuse, disclosure commitments and workforce agreements. Each of these is a term in the metabolism's objective function, written at the moment it is cheapest to write. Upstream of every site sit three capacities that determine what the whole body can become: energy density, meaning more useful work per unit of power, land and interconnection; supply-chain closure, meaning domestic capacity for transformers, switchgear, turbines and the components that currently bottleneck the stack; and provenance, meaning standards that record what was built, what it consumes and what it produces, so the system remains legible to the people responsible for it. ## Conclusion: Co-Architects of the Metabolism +Computation's transition from tool to metabolism is the defining infrastructure fact of this era, and recognizing it correctly changes how a nation plans. The metabolism has a body, documented in the American Infrastructure stack; an appetite, measured in terawatt-hours and gigawatts; a thermoregulatory system, organized around rejecting heat; a host, in the towns that welcome it; and a workforce, in the trades that build it. Its character depends on the terms written into its objective function, and those terms depend on who writes them and when. The same metabolism carries a second meaning that planners should hold alongside the first. The American Infrastructure collection begins from the observation that life on Earth has never had a backup and that machine intelligence is the first instrument plausibly able to change that: to find hazards early, to carry civilization through shocks, and to preserve the human record beyond a single site. The system that strains grids and reshapes towns is also the system that will hold a civilization's archives, models and resilience. There Is Only One Rocket on the Pad develops that recognition at civilizational scale. The two meanings are one project, and building the plant well serves both. The remaining human role is that of co-architect. The metabolism will grow because its returns are real and because the nation needs what it produces; the open question is whether it grows under terms written by competent builders, informed communities and a confident government, or under terms left to default. The window for writing those terms is the construction period itself, and the construction is underway now. !resources/images/computocene-metabolism-computocene-globe.jpg ## References and Sources ### The 2009–2011 Ignition Window - U.S. Commodity Futures Trading Commission and U.S. Securities and Exchange Commission.
