# Ministerial on the Resurgence of Political Terrorism — Transcripts and Event Record **Event:** Ministerial on the Resurgence of Political Terrorism **Host:** U.S. Secretary of State Marco Rubio **Venue:** U.S. Department of State, Washington, D.C. **Date:** July 16, 2026 **Attendance:** Delegations from 66 countries — political leaders, experts, and law enforcement officials (per the State Department's outcomes briefing). ## Sections - Media Note — Secretary Rubio to Host Ministerial to Combat the Resurgence of Political Terrorism (July 15, 2026) - Deputy Secretary Christopher Landau — Welcome and Closing Remarks - Secretary Marco Rubio — Opening Remarks - Stephen Miller — Remarks - Secretary Scott Bessent — Remarks - State Department Addresses International Resurgence of Far-Left Political Terrorism (Fact Sheet, July 16, 2026) - Results from the Ministerial on the Resurgence of Political Terrorism (Ambassador LoGerfo Outcomes Briefing) ## Sources - The opening-session transcript is the U.S. Department of State's published transcript: "Remarks at the Opening of the Ministerial on the Resurgence of Political Terrorism," state.gov. - The media note and fact sheet are State Department releases of July 15 and July 16, 2026. - The LoGerfo briefing is the Foreign Press Center briefing as republished by Small Wars Journal (October 12, 2026). - The State Department's Facebook post of July 16, 2026 ("FULL REMARKS: Secretary Marco Rubio's Remarks at the Ministerial on the Resurgence of Political Terrorism") is a video post, not a text transcript; the text transcript in the Rubio section below is the same remarks. - All of these are U.S. government works, public domain under 17 U.S.C. § 105. ## How the transcripts were cleaned - Page furniture, running headers, and PDF artifacts removed; paragraphs restored. - Speaker labels and stage directions (e.g. "(Applause.)") kept. - Wording is verbatim from the State Department's published transcript. Three passages are reproduced with notes, because they read as transcription errors in the official text: - Rubio: "like Iraq's – Iranian proxy networks" — rendered identically in the official transcript and in the independently circulated PDF copy; likely a garbled "Iran's proxy networks." - Bessent: "the networks that season political terrorism" — rendered identically in both copies; "season" reads as a mistranscription. - Bessent said the attempt on him was "February of 2024"; the published transcript footnotes the year as 2025. The cleaned text uses 2025, with this note. - Order of speakers follows the official transcript: Landau (welcome), Rubio, Miller, Bessent, Landau (closing). Note the separately circulated PDFs number Bessent third and Miller fourth; the official transcript's sequence has Miller speaking before Bessent, introduced by Rubio directly after his own remarks. ## What is not here - No transcripts of the panel sessions were published. The opening session ended with the moderator announcing Panel Session 1 at 10:45 a.m.; the panels ran through the day, but their remarks were not released as transcripts. The LoGerfo briefing (final section below) summarizes the outcomes and the closed-session discussion. Collected November 7, 2026. --- ## Secretary Rubio to Host Ministerial to Combat the Resurgence of Political Terrorism **Media Note — U.S. Department of State, July 15, 2026** Source: https://www.state.gov/releases/office-of-the-spokesman/2026/07/secretary-rubio-to-host-ministerial-to-combat-the-resurgence-of-political-terrorism/ On July 16, Secretary of State Marco Rubio will host governments for the Ministerial on the Resurgence of Political Terrorism. The event will focus on this renewed threat to our societies and encourage stronger joint action to reinforce frontline defenses and close the gaps the terrorist actors continue to exploit. ### Proposed Reminder 001 — Governments Must Close the Gaps Terrorist Actors Exploit by the U.S. Department of State > "On July 16, Secretary of State Marco Rubio will host governments for the Ministerial on the Resurgence of Political Terrorism. Direct contiguous passage. Far-left political terrorism is resurgent, manifesting in violent terrorist acts across the Western Hemisphere, Europe, Asia and beyond. These are not isolated incidents. They reflect a deliberate, ideologically motivated strategy to destabilize free societies by violently targeting our political and economic systems, including attacks against private citizens, government officials, police and law enforcement, businesses, and critical infrastructure around the globe. For too long, however, this threat has remained a blind spot in the international community's counterterrorism focus, underestimated and under-resourced, despite the danger it poses. ### Proposed Reminder 002 — Far-Left Terrorist Acts Are Not Isolated Incidents by the U.S. Department of State > "Far-left political terrorism is resurgent, manifesting in violent terrorist acts across the Western Hemisphere, Europe, Asia and beyond. The United States is taking a leading role in countering far-left terrorism. Since November 2025, the United States has designated four violent far-left groups — Antifa Ost, the Informal Anarchist Federation/International Revolutionary Front (FAI/FRI), Armed Proletarian Justice, and Revolutionary Class Self-Defense — as Foreign Terrorist Organizations and Specially Designated Global Terrorists, as well as offered a reward of up to $10 million for information leading to the disruption of the financial mechanisms of these same four organizations. In recent months, the United States engaged also law enforcement, counterterrorism professionals, and prosecutors around the globe through direct engagements, as well as the inaugural Counterterrorism Law Enforcement Workshop (CTLEW) in May 2026, which convened 14 countries for a two-day, practitioner-focused workshop to exchange best practices for countering the threat of transnational far-left terrorism. ### Proposed Reminder 004 — The United States Is Taking a Leading Role in Countering Far-Left Terrorism by the U.S. Department of State > "The United States is taking a leading role in countering far-left terrorism." Ladies and gentlemen, welcome to the State Department. It's an honor and a privilege to have you here. For those of us who grew up in the 1970s, the topic that we're going to be discussing today is all too familiar. From the Red Brigades and the Baader-Meinhof Group in Europe, to the Weather Underground here in the United States, to the Tupamaros and the Montoneros in South America, many of our countries have familiarity in the past with political terrorism, and unfortunately, we're seeing a resurgence of that again today. And so that is why we are gathered here, to talk about this dangerous trend. ### Proposed Reminder 010 — Political Terrorism Has Returned Across Countries That Defeated It Before by Christopher Landau > "From the Red Brigades and the Baader-Meinhof Group in Europe, to the Weather Underground here in the United States, to the Tupamaros and the Montoneros in South America, many of our countries have familiarity in the past with political terrorism, and unfortunately, we're seeing a resurgence of that again today. Direct contiguous passage. Obviously, we know – the good news is it can be defeated, because it has been defeated. And we can defeat it again. But that's going to require some clear leadership, and it is my great privilege to underscore the host of today's conference and to introduce him. ### Proposed Reminder 011 — It Has Been Defeated and We Can Defeat It Again by Christopher Landau > "The good news is [political terrorism] can be defeated, because it has been defeated. [[reminders/Counterterrorism/It Has Been Defeated and We Can Defeat It Again by Christopher Landau|∴]] > **— Christopher Landau**, *Ministerial on the Resurgence of Political Terrorism, July 16, 2026* **Candidate map:** The bracket replaces Landau's immediately preceding pronoun with the topic he named in the preceding paragraph. Direct contiguous passage with the concluding introduction trimmed. He's from one of the most dynamic cities in our country, Miami, Florida, where international relations just flows in the air because of so many different cultures are present there. He's someone who served in the United States Senate with great distinction for 14 years. And he now is the chief steward of policy for our great President Donald J. Trump. So, it's my great honor this morning to introduce our Secretary of State Marco Rubio. (Applause.) ### Closing remarks **DEPUTY SECRETARY LANDAU:** Thank you, Secretary Bessent. Thank you also to Homeland Security Advisor Miller and to Secretary Rubio. These are obviously very important topics. We're looking very much forward to the panels today that will involve many of your countries. Again, I just want to thank those of you who have come here from a long distance. Looking around the room at the names of the various countries that are represented here, really we're seeing countries from all over the world who have come here. We look forward to sharing – continuing to share our perspectives on these issues. We look forward to hearing your perspectives on these issues. So, I'm very much looking forward to taking some of the issues that were posited by our speakers this morning and continuing these discussions with all of you in the panels that will take place throughout the day. I think now we have a break for about – for a number of minutes, and then we will resume with the first panel shortly. Thank you very much. (Applause.) **MODERATOR:** Your excellencies and distinguished guests, this concludes our opening session. Panel Session 1 will commence at 10:45 a.m. Thank you. --- ## Secretary Marco Rubio — Opening Remarks **Ministerial on the Resurgence of Political Terrorism** **U.S. Department of State, Washington, D.C. — July 16, 2026** Source: U.S. Department of State, "Remarks at the Opening of the Ministerial on the Resurgence of Political Terrorism," https://www.state.gov/releases/office-of-the-spokesman/2026/07/remarks-at-the-opening-of-the-ministerial-on-the-resurgence-of-political-terrorism/ **SECRETARY RUBIO:** Thank you very much. Thank you, all. Thank you, all, for joining us here today. I'm very honored that this distinguished group of people have traveled from around the world to be a part of this important conversation. We're grateful to you. I also want to thank members of the President's team, cabinet that are here today: our FBI Director Kash Patel, who's here with us, thank you; our Secretary of Education Linda McMahon has joined us as well. You'll hear shortly from Stephen Miller, the President's deputy chief of staff and one of his top advisors on homeland security issues as well, and of course, our Secretary of Treasury Scott Bessent is here. And – but again, I want to thank all of you, all of you that are here today. I want to thank the whole team here at the State Department as well for putting this together. It's – it truly is an unprecedented event on an unprecedented issue – moment, I should say, in our history. ### Proposed Reminder 012 — The Political Terrorism Ministerial Was an Unprecedented Moment by Marco Rubio > "[The Ministerial on the Resurgence of Political Terrorism] truly is an unprecedented event on an unprecedented issue—moment, I should say, in our history." [[reminders/Counterterrorism/The Political Terrorism Ministerial Was an Unprecedented Moment by Marco Rubio|∴]] > **— Marco Rubio**, *Ministerial on the Resurgence of Political Terrorism, July 16, 2026* **Candidate map:** The bracket replaces Rubio's "it" with the event named by the transcript and occasion. The sentence preserves his spoken self-correction from issue to historical moment; [direct transcript](https://www.state.gov/releases/office-of-the-spokesman/2026/07/remarks-at-the-opening-of-the-ministerial-on-the-resurgence-of-political-terrorism/), Rubio opening remarks. So let me start by saying that the most essential duty of the state – the first responsibility, frankly, of any government of any kind – is the protection of its people, is the protection of its country. This is a sacred obligation that should transcend all political and all ideological divisions. It is why, for example, we have militaries. It's why we have intelligence agencies. It's why counterterrorism bureaus exist, why police forces exist. Keeping our people safe is the reason why every country represented here has all of these things. ### Proposed Reminder 013 — The First Responsibility of Government Is the Protection of Its People by Marco Rubio > "The most essential duty of the state—the first responsibility, frankly, of any government of any kind—is the protection of its people, is the protection of its country. Direct contiguous passage; dash typography regularized. ### Proposed Reminder 014 — Keeping People Safe Is Why Governments Maintain Security Institutions by Marco Rubio > Governments maintain militaries, intelligence agencies, counterterrorism bureaus, and police forces because keeping their people safe is their first responsibility. [[reminders/National Defense/Keeping People Safe Is Why Governments Maintain Security Institutions by Marco Rubio|∴]] > **Adapted from Marco Rubio**, *Ministerial on the Resurgence of Political Terrorism, July 16, 2026* **Candidate map:** This is a labeled adaptation because Rubio distributes the antecedent across the preceding two sentences and then repeats "it" before listing four institutions. The adaptation preserves his named institutions, public safety as their common purpose, and protection as government's first responsibility; [direct transcript](https://www.state.gov/releases/office-of-the-spokesman/2026/07/remarks-at-the-opening-of-the-ministerial-on-the-resurgence-of-political-terrorism/), Rubio opening remarks. We are all very well acquainted as of now, of course, by now with what has been described as traditional terrorist threats. For 25 years, the term counterterrorism – at least in the West – has meant, first and foremost, the fight against radical Islamist extremism. And there's a very poignant reason for that. On the 11th of September in the year of 2001, 19 men murdered 3,000 people here in my country. Then that same enemy struck Europe, murdering nearly 200 commuters aboard trains in Madrid in 2004 and 52 more aboard London buses and the Underground in the following year. The entire architecture of Western counterterrorism was rebuilt from the studs around the singular traumatic event. That made sense at the time. Our job was to keep our people safe, and the realm of terrorism, the specter of global jihad, was the premier threat to their safety. And so we went to work and we assembled a global coalition, working with many of the friends that are represented here in this room today. And we destroyed the ISIS caliphate; we killed al-Baghdadi, and al-Zawahiri, and bin Laden. And we built intelligence and law enforcement systems capable of anticipating and stopping attacks before the public even hears about them. Every country represented here today has disrupted a terrorist threat at some point emanating from this source. ### Proposed Reminder 015 — A Global Coalition Built Systems That Stop Terrorist Attacks Before the Public Hears by Marco Rubio > "[The United States and its international partners] assembled a global coalition ... and we destroyed the ISIS caliphate; we killed al-Baghdadi, and al-Zawahiri, and bin Laden. Rubio identifies the coalition, its military and leadership-targeting results, the intelligence and law-enforcement systems built, and attack prevention before public awareness as the operational consequence. The ellipsis omits only the description of partners present in the room; [direct transcript](https://www.state.gov/releases/office-of-the-spokesman/2026/07/remarks-at-the-opening-of-the-ministerial-on-the-resurgence-of-political-terrorism/), Rubio opening remarks. ### Proposed Reminder 016 — Every Country at the Ministerial Had Disrupted a Terrorist Threat by Marco Rubio > "Every country represented here today has disrupted a terrorist threat at some point emanating from [global jihad]." Jihadists attacks and plots in the United States are down by two-thirds since ISIS's peak. The number of people killed by jihadist terrorism in Europe dropped by roughly 97 percent from the year 2015 to the year 2024. In other words, to a very great extent, our counterterrorism strategy has worked. The threat has not disappeared, of course. It will continue to exist, particularly so long as we tolerate immigration systems that imports these threats directly into our respective homelands. But this threat has been severely diminished. The world looks very different today because of it. ### Proposed Reminder 017 — Western Counterterrorism Strategy Severely Diminished the Jihadist Threat by Marco Rubio > Reviewing U.S. and European results, Rubio concluded: "Jihadist[s] attacks and plots in the United States are down by two-thirds since ISIS's peak. For far too long, however, our counterterrorism doctrine has had a blind spot – a blind spot when it comes to extremist violence from the political left. Even today, the very idea that far-left terrorism could be a serious threat is treated as a right-wing fever dream, or worse, as a dangerous fascist conspiracy. It's treated this way by many in the press, by many in academia and our universities, and by many of our legacy institutions. You will no doubt see the dogma rear its head in the coverage of this very conference. In spite of the clear and the undeniable reality, in spite of the objective numbers and statistics, in spite of the fact that in this room today there are representatives from across the political spectrum, we will hear this organized – that this kind of organized violence and terror will be dismissed. It will be dismissed as a partisan fiction. ### Proposed Reminder 019 — Counterterrorism Doctrine Has Had a Blind Spot by Marco Rubio > "For far too long, however, our counterterrorism doctrine has had a blind spot—a blind spot when it comes to extremist violence from the political left. Direct contiguous passage; dash typography regularized. A whole industry grew up in our countries around the study of extremism. We have think tanks and fellowships and journals and consultancies, with the unspoken understanding among them that the only kind of political violence that was a true threat to the system – I'm sorry – that only one kind of political violence was a true threat to the system. A bomb planted by a neo-Nazi group was a nefarious and murderous act of evil. It is. But a bomb planted by a Marxist revolutionary – well, that's just merely a tragic excess of idealism. Perhaps its means were misplaced or overzealous, but its ends were virtuous and just. For years, this extraordinary ideological prejudice was embedded in the way we talked about political violence and extremism. It was repeated again and again, until it was accepted as the neutral and objective baseline, so entrenched – so entrenched in the mainstream conventional wisdom that it came to be regarded as an apolitical fact. It is the reason why, here in my country, so many people in positions of power have repeatedly dismissed acts of violence and even terrorism as legitimate forms of political expression so long as they served a left-wing cause. ### Proposed Reminder 021 — Repetition Can Turn Ideological Prejudice into an Apolitical Fact by Marco Rubio > "For years, [the ideological prejudice that only one kind of political violence truly threatened the system] was embedded in the way we talked about political violence and extremism. It is why during those George Floyd – so-called George Floyd – riots in the summer of 2020, as criminals and extremists burned and looted their way through American great – America's great cities and nearly brought the country to its knees, city governments all across the country simply refused to prosecute the people conducting these acts of violence and terror. It is the reason for the now infamous image – and you all recall this – of a news anchor from a very prominent agency – a news anchor standing in a neighborhood consumed in flames; meanwhile the chyron on the bottom read that the protests were mostly peaceful. This was something worse than a double standard. Left-wing violence was not just excused; it was treated as sacrosanct, a protected class unto itself. Far-left political terrorism is not a recent-day, modern novelty. It is not a fiction manufactured by conservative politicians. Every one of our friends here from the nations of the Western Hemisphere remember – remember the decades of kidnappings and bombings and assassinations and executions, the violent terror of the Tupamaros, of the Montoneros, of the FARC, of the ELN. You remember the inhuman savagery of Peru's Shining Path, the Maoist fanatics who massacred the peasant villages of Peru, hacking pregnant women and newborn infants to death with axes and machetes. And here in America we remember. We remember the same reign of deadly terror, justified by the same slogans, motivated by the same wicked ideas. We remember the Weather Underground, which bombed the Pentagon, which bombed the State Department, and bombed the Capitol. We remember the Black Liberation Army, which staged armed robberies and executed police officers at point-blank range. We remember the Symbionese Liberation Army, which shot a public-school superintendent to death with cyanide-packed hollow-point bullets. He is the deputy chief of staff and one of the key advisors to President Trump. He also heads up all of our homeland security initiatives and understands this issue probably as well as anyone in the United States Government, Stephen Miller. (Applause.) --- ## Stephen Miller — Remarks **Ministerial on the Resurgence of Political Terrorism** **U.S. Department of State, Washington, D.C. — July 16, 2026** *Stephen Miller, Deputy Chief of Staff and Homeland Security Advisor to President Trump* Source: U.S. Department of State, "Remarks at the Opening of the Ministerial on the Resurgence of Political Terrorism," https://www.state.gov/releases/office-of-the-spokesman/2026/07/remarks-at-the-opening-of-the-ministerial-on-the-resurgence-of-political-terrorism/ **MR MILLER:** Good morning, distinguished leaders and guests. It's good to see so many familiar faces. And thank you, of course, to Secretary of State Rubio for organizing this conference and for leading this initiative. Here in the United States, we have taken the necessary and essential action of formally recognizing left-wing violence as a form of political terrorism that is a direct threat to our national security and the survival of our republican form of government. President Trump issued a directive. In our parlance, it's called a National Security Presidential Memorandum or NSPM – NSPM-7, to be exact – that directs, for the first time in American history, all of our law enforcement and intelligence agencies to work together to disrupt, identify, defund, debank, arrest, and prosecute these political terrorists that are operating in our country. ### Proposed Reminder 046 — Law Enforcement and Intelligence Must Work Together Against Political Terrorism by Stephen Miller > "[National Security Presidential Memorandum 7] directs, for the first time in American history, all of our law enforcement and intelligence agencies to work together to disrupt, identify, defund, debank, arrest, and prosecute [left-wing political terrorists] that are operating in our country." It's very important to understand that left-wing political terrorism seeks as its ultimate end the overthrow of our system and form of government. And we've seen this has taken place many times in many places throughout the years, and Secretary Rubio has provided you many examples. ### Proposed Reminder 047 — Political Terrorism Seeks the Overthrow of Our Form of Government by Stephen Miller > "Left-wing political terrorism seeks as its ultimate end the overthrow of our system and form of government." [[reminders/Constitutional Power/Political Terrorism Seeks the Overthrow of Our Form of Government by Stephen Miller|∴]] > **— Stephen Miller**, *Ministerial on the Resurgence of Political Terrorism, July 16, 2026* **Candidate map:** Miller identifies the actor and the ultimate political consequence he attributes to it; the surrounding remarks supply historical examples, but the sentence stands without them; [direct transcript](https://www.state.gov/releases/office-of-the-spokesman/2026/07/remarks-at-the-opening-of-the-ministerial-on-the-resurgence-of-political-terrorism/), Miller remarks. Direct contiguous sentence. Left-wing terrorism always ends in bloodshed, misery, and suffering. It only can travel in one direction. There's no point at which the left-wing terrorist is satisfied with his gains and ceases progressing. Inevitably, left to run its course, it always becomes a gulag. It always becomes the mass imprisonment of political enemies, the stripping of their rights and freedoms, inflicting immense pain, humiliation, suffering in order to establish complete and total control – control through psychological and physical and actual terror. And we have to understand that that is the scope and the extent of the threat that we face. ### Proposed Reminder 048 — Left-Wing Terrorism Travels Toward Complete and Total Control by Stephen Miller > "Left-wing terrorism always ends in bloodshed, misery, and suffering. It only can travel in one direction. ... Inevitably, left to run its course, it always becomes a gulag. As Secretary Rubio also pointed out, this is an international network. Antifa, as an example, operates in dozens of countries all throughout the world. They share common networks of funding and organization and information sharing. And so, all of our intelligence agencies and law enforcement entities should be collaborating and coordinating and working together in order to root out these organizations. ### Proposed Reminder 049 — Antifa Networks Operate Across Dozens of Countries by Stephen Miller > "Antifa ... operates in dozens of countries all throughout the world. One of the hallmarks of left-wing violence and terrorism is its completely pretextual and disingenuous appeal to civil liberties in an effort to shield its own violence. This is the tactic that the left always uses to try to protect itself from facing criminal punishment. It is essential that we are wise enough and strong enough to understand that these appeals must fall on deaf ears. When the leftist, who does not believe in freedom, who does not believe in civil rights, who does not believe in any ordered notion of justice, protests that we are violating his rights, understand that he is lying to try to persuade people who are not closely following the political scene that some injustice has been perpetrated against him. ### Proposed Reminder 050 — Civil Liberties Cannot Be Used to Shield Political Violence by Stephen Miller > "One of the hallmarks of left-wing violence and terrorism is its completely pretextual and disingenuous appeal to civil liberties in an effort to shield its own violence. Direct contiguous passage retaining his categorical posture. We must stay the course and be completely unflinching in the pursuit of justice against these enemies of civilization. If the left is allowed to use the real or actual threat of violence to destabilize our institutions, then those institutions cannot and will not succeed. So here in the United States, for example, we saw in the recent past clear threats of violence against our Supreme Court to try to shape how they rule on upcoming decisions. The leftist does this with the full desire, intent, and understanding that the threat of violence against a public figure or their family is meant to cow them into behaving or acting or conducting themselves differently. ### Proposed Reminder 051 — Threats Against Public Figures Are Meant to Cow Them into Acting Differently by Stephen Miller > "The threat of violence against a public figure or their family is meant to cow them into behaving or acting or conducting themselves differently." Direct contiguous clause promoted as a complete sentence. In the previous administration, those threats against our Supreme Court were met with near silence and inaction. So, you had the combination of a violent left-wing organization threatening our nation's highest court and the federal government and the Department of Justice turning a blind eye to it. Those are the conditions in which this kind of violence can fester as a cancer and ultimately destroy a society. Nothing that we do works if the threat of violence and terror goes on unchecked. Our political systems don't work. Our judicial systems don't work. Our legal systems don't work. Our jury trials don't work. ### Proposed Reminder 052 — Nothing Works When Violence and Terror Go Unchecked by Stephen Miller > "Nothing that we do works if the threat of violence and terror goes on unchecked. Direct contiguous passage. At the same time, we have to understand there's a real threat that those who are not themselves terrorists – but who support left-wing violence – will create the conditions that allow that violence to go on without any meaningful inhibition. So, to be specific, we've seen some of our nation's cities in America, like Washington, D.C. and New York City, something – again, it's an American term, but it's known as jury nullification. This is when a person is obviously guilty of a crime but the juror, because they're ideologically sympathetic to the perpetrator, will not sentence them to the crime which was obviously committed. ### Proposed Reminder 053 — Supporters of Political Violence Can Remove Its Inhibitions by Stephen Miller > "Those who are not themselves terrorists—but who support left-wing violence—will create the conditions that allow that violence to go on without any meaningful inhibition." Direct contiguous clause promoted as a sentence; dash typography regularized. We've seen in the United States, again and again, individuals who are part of left-wing organizations who've committed assaults against ICE officers or federal law enforcement, who've been brought to court, where clear evidence has been presented against them, that the jury has refused to convict for purely political reasons. When you've reached that point, it demonstrates how deeply the cancer has begun to infest your society, where people have created an internal rationalization structure to justify unsanctioned violence against the state and state actors to achieve a political end. ### Proposed Reminder 054 — Rationalization Can Turn Violence into a Political Instrument by Stephen Miller > "People have created an internal rationalization structure to justify unsanctioned violence against the state and state actors to achieve a political end." We have to use every lawful and legitimate tool that we have to demonstrate that justice will be served and delivered, and to prove that these kinds of tactics and techniques will ultimately fail. Here in the United States, we've seen a growing and deeply alarming increase in attempted assassinations against public figures, most notably, of course, the multiple assassination attempts against President Trump, the successful assassination attempt against Charlie Kirk, many others. This is a fatal cancer to civilization. And the greatest risk that we have is that our institutions have grown too soft and too cowardly to be able to defend themselves against a mortal threat. ### Proposed Reminder 056 — Institutions Can Become Too Soft to Defend Themselves by Stephen Miller > "The greatest risk that we have is that our institutions have grown too soft and too cowardly to be able to defend themselves against a mortal threat." It is easy to dismiss what I am saying and to say surely it cannot be that bad; it cannot be that dire. But again, I point to the examples in our own country, where, for example, our Immigration and Customs Enforcement, which has been duly statutory authorized to carry out routine enforcements of immigration law, has been subjected to an over 8,000 increase – 8,000 percent increase in violent assaults. These are not one-off episodes. This is repeat, systemic, organized, funded insurrection, an armed resistance against the federal government. There was a sniper from a sniper's nest who, using an assault rifle, tried to shoot ICE officers in Dallas, Texas. ### Proposed Reminder 058 — Assaults on Immigration Officers Are Systemic, Organized, and Funded by Stephen Miller > "[U.S.] Immigration and Customs Enforcement ... has been subjected to an ... 8,000 percent increase in violent assaults. These are the episodes that we're talking about, where we've had repeated, direct, violent attacks on federal law enforcement in order to veto the ballot box with violence. Direct contiguous passage; dash typography regularized. But let's not pretend for a moment that these radical leftists, these terrorists, are operating from a place of sincere political conviction. Sure, there are plenty of useful idiots that they use who may believe these discredited ideologies. The leftist is fundamentally motivated by envy, by hatred, by jealousy. The leftist looks at what is beautiful and what is good and what is natural and is filled with envy and hatred. The leftist looks at a perfect family with a perfect life and a perfect job and perfect kids that goes to church every Sunday and is filled with a feeling of inadequacy and jealousy, and they covet. And they turn those emotions ultimately into a desire to subjugate, to oppress, and to inflict pain and suffering. ### Proposed Reminder 060 — Envy and Jealousy Become a Desire to Subjugate by Stephen Miller > "The leftist is fundamentally motivated by envy, by hatred, by jealousy. ... It's not a coincidence that when you look at these violent antifa demonstrations and you see any photograph of those who were assembled – to be blunt, not one of the people that is demonstrating looks like a normal person. Not one looks normal. They're all deformed in some way – in their appearance, in their dress, in their mannerism. Why is that? Why? If you look at two photographs and you see a normal American in the street and you see an Antifa protest, why do the people that are violently demonstrating – why is there not one normal-looking person among them? Every one of them, through the course of their life and their decisions, has scarred their body and their appearance in many different ways, to the point in which their outer appearance becomes a manifestation of their inner hatred. Trust your instincts to all people and across all civilizations. You know what normal is. You know what beautiful is. You know what good is. You know that families are right. You know that children are precious and beautiful and must be protected. You know that the criminal and the junkie and the predator is a threat to normal, healthy living. This so much deeper than issues about taxation and regulation, although they're incredibly important. It's about normal, healthy, ordered living. ### Proposed Reminder 061 — Children Are Precious and Must Be Protected by Stephen Miller > "You know that families are right. And the violent leftist, for these deep-seated reasons, going back to the earliest wisdom taught to us in the Bible about coveting – and I'm not talking about rich versus poor. I'm talking about a much deeper kind of coveting – coveting people who are morally superior, who are superior in the simple, truthful way they live their lives, people that they look at who are happy and ordered and peaceful and contributing to their communities. That burns an ember in them, and that's how you end up with the horrors we've seen throughout history, where good families are dragged out into the street and executed. And you might say, again, you're describing a future that seems impossible to conceive of. When it comes to preventing these horrors, it is the burden and the duty of good people of all walks of life to understand that you will always be accused of raising the alarm too loudly. If you wait until the point where the worst outcome is so obvious that no one can deny it, you've already lost the battle. That's the fundamental point. If you say I will not raise this alarm until the threat is so present and so clear and so obvious and so imminent that none can deny it – well, it's already too late. It's already too late. I would rather prevent a threat from occurring and be accused for the rest of my life of having falsely raised the alarm, knowing in myself that I was right, than for fear of being judged having waited too long until the point of no return has been crossed. ### Proposed Reminder 062 — Good People Will Be Accused of Raising the Alarm Too Loudly by Stephen Miller > "When it comes to preventing [political-terrorist] horrors, it is the burden and the duty of good people of all walks of life to understand that you will always be accused of raising the alarm too loudly." And before I proceed, I'm going to go off script for a minute, which is always dangerous, but I'm going to remind everyone in this room and all the media that I was the subject of an assassination attempt February of 2025[*] by an addled left-wing activist two hours after being sworn into my job. So any of you who want to report that this is a fiction and does not exist, be there for the sentencing this August. [*] *Editor's note: Bessent said "February of 2024"; the State Department's published transcript footnotes the year as 2025.* So good morning. Thank you, Secretary Rubio, for convening this ministerial and for the invitation to be here. Direct contiguous passage with a final spoken repetition removed. Ours begins where every campaign of terror does: it's financial lifeblood. And at President Trump's direction, the United States Treasury is bringing the full weight of our authorities to defend the integrity of the U.S. global financial systems. More than 20 years ago, in the wake of 9/11, Treasury became the first finance ministry in the world to establish an office dedicated to disrupting the funding networks of terrorist organizations. Treasury's Office of Terrorism and Financial Intelligence, referred to as TFI, was created in recognition of the reality that America's financial system is essential to its national security. TFI's mandate to identify, disrupt, and disable illicit foreign funds that threaten our homeland has become one of the Treasury's defining responsibilities. ### Proposed Reminder 066 — Every Campaign of Terror Has a Financial Lifeblood by Scott Bessent > Every campaign of terror has a financial lifeblood. At President Trump's direction, Treasury is expanding its efforts to identify organizations that abuse charitable and nonprofit structures as vehicles for illicit finance. I'm Zina Wolfington, and I will moderate today's briefing. It is my pleasure to introduce today's briefer, Ambassador Gregory LoGerfo, Coordinator and Ambassador-at-Large for Counterterrorism, Bureau of Counterterrorism. Ambassador LoGerfo will brief on the outcomes of the Ministerial on the Resurgence of Political Terrorism hosted by the United States on July 16. A reminder that today's briefing is on the record and the briefing transcript will be posted to our website, fpc.state.gov, later today. Ambassador, the floors is yours. **AMBASSADOR LOGERFO:** Thank you, Zina. Good afternoon. Thank you all for being here, and thanks to the entire team here at the State Department's Foreign Press Center. This past Thursday, Secretary of State Marco Rubio convened the Ministerial on the Resurgence of Political Terrorism at the State Department, bringing together delegations from 66 countries – political leaders, experts, and law enforcement officials – to confront the growing transnational danger of far-left political terrorism. It was a resounding success and a historic event, with a free flow of discussion and ideas throughout the day. I'm proud of the CT Bureau and the State Department colleagues who worked together to make this ministerial a success. ### Proposed Reminder 101 — Sixty-Six Countries Confronted Transnational Far-Left Terrorism by Gregory LoGerfo > "Secretary of State Marco Rubio convened the Ministerial on the Resurgence of Political Terrorism at the State Department, bringing together delegations from 66 countries—political leaders, experts, and law enforcement officials—to confront the growing transnational danger of far-left political terrorism." Direct contiguous sentence; the relative date "this past Thursday" is omitted because the attribution supplies the event period. I'm sure all of you watched or read Secretary Rubio's speech, along with those of Treasury Secretary Bessent and Homeland Security Advisor Miller. Allow me to begin with U.S. counterterrorism priorities and how this conference and political terrorism fits into our approach. As outlined in the United States Counterterrorism Strategy, we currently are addressing three major types of terror groups: narco-terrorists, Islamic or jihadi terrorists, and far-left terrorists. For all three, we need to identify terror actors and plots before they happen. ### Proposed Reminder 102 — U.S. Counterterrorism Addresses Narco, Jihadi, and Far-Left Terrorists by Gregory LoGerfo > "As outlined in the United States Counterterrorism Strategy, we currently are addressing three major types of terror groups: narco-terrorists, Islamic or jihadi terrorists, and far-left terrorists." Direct contiguous clause with a source-supported domain clarification. Let me say a few words about the first two categories. To address narco-terrorists and the violence and drugs they have wrought on the homeland, and in support of President Trump's direction in his inauguration day speech, we have designated 20 cartels and gangs as Foreign Terror Organizations and Specially Designated Terrorist Groups. On the jihadi threat, for the last 25 years U.S. counterterrorism and that of our partners has meant first and foremost the fight against Islamic terrorism. This was driven by the September 11th attacks and subsequent jihadist attacks in Bali, and Madrid, and London, and Mumbai, and elsewhere. Together we countered the rise of ISIS in the heart of the Middle East, defending the territorial – defeating the territorial caliphate during the first Trump administration, and building an 80-plus member coalition that remains active today. ### Proposed Reminder 104 — The United States Designated Twenty Cartels and Gangs as Terrorist Groups by Gregory LoGerfo > "To address narco-terrorists and the violence and drugs they have wrought on the homeland, and in support of President Trump's direction in his inauguration day speech, [the United States has] designated 20 cartels and gangs as Foreign Terror Organizations and Specially Designated Terrorist Groups." Our sustained campaign against Islamic terrorists has been very effective – through global diplomacy and cooperation, a unified attack on terrorist financial networks, and military action by the United States and our partners. But jihadist groups remain a danger and we remain vigilant in our efforts to counter them. At President Trump's direction and leadership, we have taken strikes against jihadi adversaries, including in Syria, Somalia, and Nigeria. ### Proposed Reminder 106 — Counterterrorism Works Through Diplomacy, Finance, and Military Action by Gregory LoGerfo > "Our sustained campaign against Islamic terrorists has been very effective—through global diplomacy and cooperation, a unified attack on terrorist financial networks, and military action by the United States and our partners. Direct contiguous passage; dash typography regularized. Turning to far-left terrorism: It is a resurgent threat, with a clear upward trendline. We are committed to addressing it before it metastasizes. To that end, the ministerial on Thursday enabled a frank discussion with participants from across the globe on the resurgence of political terrorism, with a focus on far-left terrorism. Far-left terrorist violence is not new. In fact, it was for most of the post-World War II era the dominant form of political terrorism in the West. The historical record reminds us of the potential for this particular terrorist threat in our time, and we are increasingly concerned – based on hard facts – that far-left terrorism and violence is once again on the upswing, that it is resurgent. And this ministerial was convened to call a halt to this scourge before it grows into something larger, more unified, and more deadly. ### Proposed Reminder 107 — Address the Threat Before It Becomes Larger, More Unified, and More Deadly by Gregory LoGerfo > "[Far-left terrorism] is a resurgent threat, with a clear upward trendline. We are committed to addressing it before it metastasizes. ... This ministerial was convened to call a halt to this scourge before it grows into something larger, more unified, and more deadly." [[reminders/Deterrence/Address the Threat Before It Becomes Larger, More Unified, and More Deadly by Gregory LoGerfo|∴]] > **— Gregory LoGerfo**, *Results from the Ministerial on the Resurgence of Political Terrorism, July 2026* **Candidate map:** The bracket replaces LoGerfo's immediately preceding topic label; the ellipsis omits historical support and event description while retaining the threat, preventive timing, forum, and feared consequence; [briefing transcript](https://smallwarsjournal.com/2026/10/12/results-from-the-ministerial-on-the-resurgence-of-political-terrorism/), opening statement. Secretary Rubio presented some tragic examples. In January, Berlin experienced its longest blackout since World War II. In February, a 23-year-old was beaten to death on the streets of Leon. And a few weeks ago, a 72-year-old woman burned to death in a firebomb attack in Greece. Political leaders have been attacked, businesses bombed, railways sabotaged, and police officers assaulted, reminiscent of what we experienced in the 1970s. The numbers tell a grim tale: Violent far-left actors were responsible for 63 percent of recorded anti-government attacks or plots in the United States in 2025, while far-left violence in Germany rose more than 40 percent in a single year; and in Greece, more than 80 percent of radical violence today comes from far-left and anarchist actors. At the conference we heard from other delegations facing similar upward trendlines. This is a transnational threat. As coordinator for counterterrorism at the State Department, I work with our diplomatic partners to address shared threats. At Thursday's conference there was plenty of discussion and agreement on the need to work together going forward. ### Proposed Reminder 108 — Far-Left Political Violence Is a Transnational Threat by Gregory LoGerfo > "Violent far-left actors were responsible for 63 percent of recorded anti-government attacks or plots in the United States in 2025, while far-left violence in Germany rose more than 40 percent in a single year; and in Greece, more than 80 percent of radical violence today comes from far-left and anarchist actors. The United States has already designated four violent, far-left groups – Antifa Ost, the Informal Anarchist Federation/International Revolutionary Front, Armed Proletarian Justice, and Revolutionary Class Self-Defense – as Foreign Terrorist Organizations and as Specially Designated Global Terrorists, and additional designations are under active review. ### Proposed Reminder 109 — Four Far-Left Groups Received Dual U.S. Terrorist Designations by Gregory LoGerfo > "The United States has already designated four violent, far-left groups—Antifa Ost, the Informal Anarchist Federation/International Revolutionary Front, Armed Proletarian Justice, and Revolutionary Class Self-Defense—as Foreign Terrorist Organizations and as Specially Designated Global Terrorists, and additional designations are under active review." At the ministerial, partners discussed prospects to align their own legal frameworks to ensure that these networks cannot simply relocate across borders. As part of these designations Treasury's Office of Terrorism and Financial Intelligence will take steps to dismantle the funding which sustains these groups. LoGerfo names international partners, aligned legal frameworks and financial disruption as the mechanisms, and cross-border relocation and sustained funding as the gaps those mechanisms are meant to close; [briefing transcript](https://smallwarsjournal.com/2026/10/12/results-from-the-ministerial-on-the-resurgence-of-political-terrorism/), first ministerial outcome. One clarifying comma added. Second, operational cooperation. Building on the inaugural counterterrorism law enforcement workshop we hosted in May, partners agreed to deepen information sharing, coordinate on travel restrictions, and strengthen protection of critical infrastructure, particularly transportation and energy systems, which have been repeated targets. At the ministerial, Germany announced that it will host the next workshop, where we expect even greater attendance. Before I have the opportunity to take your questions, let me be clear about what this ministerial was not. This was not about policing political viewpoints, abridging the freedom of speech, or preventing peaceful protest. Please. **QUESTION:** Thank you very much. Mr. Kurd is here from Kurdistan. Thank you for this great opportunity. I do really appreciate your time. How do you describe the role of the Kurdistan Peshmerga forces in fight against terrorism in Syria and especially in Iraq? **AMBASSADOR LOGERFO:** Well, thank you for that question. As you may or may not know, I served in Iraq as our deputy chief of mission; I served twice in Iraq, in 2010 and then again in 2021. Met with the Peshmerga, been up Erbil, been through that part of Iraq, and I can tell you they’re a great partner. We’ve relied on them, and also I would just say the Peshmerga have sacrificed quite a bit in our shared terrorist objectives. ### Proposed Reminder 117 — The Peshmerga Have Sacrificed for Shared Counterterrorism Objectives by Gregory LoGerfo > "[The Kurdistan Peshmerga are] a great partner. Given the security challenges in the Middle East, how does the United States view the role of the Iraq, Syria, and the Kurdistan region in preventing the return of political terrorism? **AMBASSADOR LOGERFO:** Thank you for that. One thing I would – I like the framing of your question because as we – I think we get into the discussion here we’ll see that the three elements of our counterterrorism strategy converge in many countries. In the Levant, if you will, going back, this is where we – with a sustained effort with our partners on the ground, as you mentioned, and also from around the world – defeated the territorial caliphate of ISIS. And that was a tremendous accomplishment, but there’s always more to be done and there’s more vigilance that we need to maintain. And I think that with respect to political terrorism, any act that is done to intimidate, any act that is done to deter people from participating in the democratic process or in the processes in their country, is something that we would stand against. ### Proposed Reminder 118 — Stand Against Violence That Deters Democratic Participation by Gregory LoGerfo > "With respect to political terrorism, any act that is done to intimidate, any act that is done to deter people from participating in the democratic process or in the processes in their country, is something that [the United States] would stand against." I’m Janne Pak with the USA Journal, with the USA Journal Korea, with South Korea. And do you think that the fact reporting by their far-left media and the political verbal abuse against politician are also a form of political terrorism, and how will you suspend these? **AMBASSADOR LOGERFO:** Thank you for that question. First thing is Korea was ably represented at the forum, and we were grateful for their participation and the intervention that the delegation had in the afternoon. I would say – and also thank you for – one of the things I think that we’ve observed is that far left terrorism, which is on an upward trend by our estimation and by that of most of the participants at the ministerial, needs greater journalistic attention. So thank you for all of you for being here today and thank you for your question. I would also say that we’re focused on acts of violence, and as I said in my remarks, we always value freedom of expression and we always value freedom of political views. ### Proposed Reminder 119 — Focus on Violence While Valuing Freedom of Expression by Gregory LoGerfo > The United States focuses its counterterrorism response on acts of violence while valuing freedom of expression and freedom of political views. [[reminders/Constitutional Power/Focus on Violence While Valuing Freedom of Expression by Gregory LoGerfo|∴]] > **Adapted from Gregory LoGerfo**, *Results from the Ministerial on the Resurgence of Political Terrorism, July 2026* **Candidate map:** This is a labeled adaptation because the source uses first-person governmental pronouns and a backward reference to earlier remarks. The Dutch Financieele daily.* **AMBASSADOR LOGERFO:** (In Dutch.) **QUESTION:** Hi. Can you elaborate as to why you think the left-wing terrorism is on the rise? Why is it happening? **AMBASSADOR LOGERFO:** Yeah, well, I can tell you that we’ve accounted that it is rising, and that was something that we talked about at the ministerial. I’d refer you to the Secretary’s remarks and that of Stephen Miller and Secretary Bessent. The ideology we’ve observed – and again, I’m a counter-terrorism practitioner focusing how to prevent things mostly – but basically a culture of politics, the politics of envy, the politics of grievance, provide an ideological motivation, it seems, for people to take violent acts here in the United States. And then also, certainly, in listening to our European friends, and also very emphatically from our Western Hemisphere friends, that this brand of political terrorism is something we need to address. And I would just say we see that there is an up – a clear trend up. And as someone who’s been in this business for a little while, and for all Americans going back to September 11th and the things that we, as a government, have been able to confront in the counter-terrorism space, what we’re really trying to do here is address something before it metastasizes, before it gets worse, not after something truly catastrophic. And we stand for that prospect. Under the leadership were President Trump and Secretary Rubio, convening 66 countries just last week to get at something in this way which as a counter-terrorism sort of matter would be remarkable, and we’re really hopeful we can do that. We made great progress. We’re going to have a follow-on meeting in Germany. I think – and I can tell you informally from many of the delegations that were present, we’re going to have really, really strong attendance at that next working group. ### Proposed Reminder 120 — Address a Threat Before It Metastasizes Not After Catastrophe by Gregory LoGerfo > Describing the United States' preventive objective, LoGerfo said: "What we're really trying to do here is address [far-left political terrorism] before it metastasizes, before it gets worse, not after something truly catastrophic." My name is Jim Cason. I write for a newspaper that’s published in Mexico called La Jornada. And I just had two questions as well. One was the Mexican Government has said they were invited to this conference and the president said she declined to attend because, in her words, it was a theme from the – from our perspective that was more political than really related to combating criminal groups. So I wonder A, how do you respond to that, and B, are you going to invite Mexico again? **AMBASSADOR LOGERFO:** Yeah, thank you for the question. Well, I would respond by keeping the invitation open. We believe, especially with our neighbor, that we’re confronting a threat, among other threats, as you know, in the hemisphere. I can tell you it’s a closed session. Jim, your name, yeah? **QUESTION:** Yeah. **AMBASSADOR LOGERFO:** The emphatic interventions by ministers from the Western Hemisphere on this issue was, frankly, inspiring. Not just on far-left terrorism, but the confluence of the three pillars of Secretary Rubio and President Trumps’ counterterrorism strategy: narcoterrorism, far-left terrorism, and the jihadist threat. We have designations from our Western Hemisphere partners since the beginning of the Trump Administration of the IRGC, of Hizballah, of Hamas. We’ve designated 20 narcoterrorist groups, and comingled in all of this – and we heard these presentations from senior law enforcement officials from the West – from South America who talk about the interconnection between all three of these from the practitioner’s perspective, and that – those presentations were made to the entire 66-member conference. And so we think we’re on the right track here. We’ll keep the invitation open. Thank you. **MODERATOR:** Any other questions, please? **QUESTION:** Sagar Kulkani from the Press Trust of India. I just wanted to ask how many ministers attended the meeting? You said 66 representation countries were present. How many were represented at a ministerial level? **AMBASSADOR LOGERFO:** Yeah, great question. So we had – first of all, the conference had 17 ministers. We had practitioners, senior practitioners, senior police chief – senior chief of the Hellenic Police, for example, from Greece, and others at that rank at the conference. And so we’ve always – it kind of gets at something we try to do with this. We want to build this up from the practitioner level and we did that with our first practitioners group because people on the front lines, people who are seeing acts of terrorism or threats from terrorism day to day, we brought them to this forum. And we also had a good amount of ministers, and they provided sort of the policy side. And so in the end what we got was a convergence of practitioners and senior policymakers, and that really contributed to the discussion. ### Proposed Reminder 121 — Counterterrorism Requires Practitioners and Policymakers in the Same Forum by Gregory LoGerfo > The United States built its political-terrorism forum from the practitioner level, bringing people who encounter terrorist acts and threats daily into the same discussion as senior policymakers so operational and policy perspectives could converge. [[reminders/Leadership/Counterterrorism Requires Practitioners and Policymakers in the Same Forum by Gregory LoGerfo|∴]] > **Adapted from Gregory LoGerfo**, *Results from the Ministerial on the Resurgence of Political Terrorism, July 2026* **Candidate map:** This is a labeled adaptation because LoGerfo's answer contains several spoken false starts and distributes the institutional subject across the exchange. Seeing no more questions, this concludes the Q&A portion. Thank you – **AMBASSADOR LOGERFO:** Nothing from the Skype, or what do you call it? **MODERATOR:** From Zoom, yes. If you have question online, please raise your hand. All right, go ahead. **QUESTION:** You mentioned trying to protect freedom of speech. **AMBASSADOR LOGERFO:** Yeah. **QUESTION:** And I’ve had a chance to talk to a former Trump Administration official, Miles Taylor, who you may know. And he suggested that although this is crafted as an international effort, that the goal is actually to establish a predicate to go after groups in the United States using the material support laws that are pretty broad and would allow one to go after people who were not actually engaged in violent actions in the United States but were, in your view, supporting groups internationally that were on your terrorism list. How do you respond to that? **AMBASSADOR LOGERFO:** Yeah, well, sometimes when I present things to my teenage boys they just look at me and they say, "Theory, Dad." So no, of course not. We – first of all, the material support statute relates to Foreign Terrorist Organizations, and we’ve used that extraordinarily effectively against narcoterrorists, against jihadis, and against the four groups that we designated that have connections with Antifa. So that’s one thing, and that we’re going to keep at it. ### Proposed Reminder 122 — Material-Support Law Works Against Narco, Jihadi, and Antifa-Connected Terrorists by Gregory LoGerfo > "The material support statute relates to Foreign Terrorist Organizations, and [the United States has] used that extraordinarily effectively against narcoterrorists, against jihadis, and against the four groups that we designated that have connections with Antifa." The goal of this conference was on the face of it, and you heard it from the Secretary. We see a clear trend upward on far-left terrorism, both in our country, and by the way validated by the majority of participants. Not everyone agrees, but that’s okay. That’s why we come together. And we would – I would say we emphatically support freedom of speech. The people who are conducting these far-left attacks, they’re seeking to intimidate people from expressing their freedoms. And that’s something they’re doing through acts of violence, and that’s what we’re trying to get at. Thank you. ### Proposed Reminder 123 — International Cooperation Does Not Require Everyone to Agree by Gregory LoGerfo > "We see a clear trend upward on far-left terrorism, both in [the United States], and ... validated by the majority of participants. Because Pakistan is facing terrorism threats (inaudible) on continuous basis, which Pakistan Government claims that they are being supported by the Afghanistan regime, and sometimes Pakistan Government say they are also supported by the India. So what is the position of the U.S. Government? Because U.S. Government was partnered with Pakistan and Afghanistan for decades. **AMBASSADOR LOGERFO:** Yeah. So we have a very solid counterterrorism partnership with Pakistan. I’ve been to Islamabad. We had a great dialogue last year, facing shared threats. With respect to the Taliban, we engage them selectively when it’s in the U.S. interest with respect to very discrete security issues. Pakistan is a great partner, as I said. Can you hear me? **MODERATOR:** Yes. **QUESTION:** Yes, this is Lotte Mejlhede from TV 2 Denmark. I just have a question. What is your focus on right-wing political terrorism in this regard? Thank you. **AMBASSADOR LOGERFO:** Thanks. Well, we will – we are postured in the Trump Administration to address political terrorism wherever it comes from. What we’re trying to draw attention to is what we see – and we heard this from practitioners in the international meeting two months ago, and we heard it on Thursday – a blind spot with respect to far-left terrorism. Right-wing terrorism is something that – as you identified, is something that seems to be covered in the media pretty extensively, and many governments that we talk to certainly are focused on it. And we applaud focusing on any threat, any counterterrorism threat, that manifests itself against our partners or against – certainly against the United States. We will take action. ### Proposed Reminder 127 — Address Political Terrorism Wherever It Comes From by Gregory LoGerfo > "We are postured in the Trump Administration to address political terrorism wherever it comes from. ... We just think, and it’s based on the data, it’s based on what we hear from our practitioner friends, and from the leaders and ministers at the event, that we are missing something, potentially, with respect to far-left terrorism. That’s why we convened everyone at this forum. **AMBASSADOR LOGERFO:** Barbara, you still have a question? **QUESTION:** Yes. I was – I’ve been – my – what I know about Antifa is that doesn’t really exist. And you just named Antifa Ost. I was wondering, is that a different group or what is the intelligence that the U.S. has that Antifa does exist? **AMBASSADOR LOGERFO:** Yeah, well, we have those designations. They’re designations on the on the basis of our statutes, on the basis of violent acts that members of those groups committed. By the way, I think they’re all also designated as terrorist groups by countries in Europe. And so the other thing about this is, I mean, basically a foreign terrorist organization, we have to have these three components: It has to be foreign; it has to be terrorist; it has to be an organization. And all four of these groups met that test. And we see this as something that will keep America safe and secure, and we’re looking at – actively at more designations. ### Proposed Reminder 128 — A Foreign Terrorist Organization Must Be Foreign, Terrorist, and Organized by Gregory LoGerfo > "A foreign terrorist organization ... But if there is an Antifa West, please send me the information. **MODERATOR:** We have time for one last question. Rahim. **QUESTION:** Thank you. Sir Ambassador, how concerned is the United States about the growing use of online platform and AI by terrorist organization for recruitment, propaganda, and financing? And what new measures are being considered? Why I’m asking this question? We see many people from Iran, for example, they’re super fan of IRGC, super anti-Israel and anti-America, and they live in United States and publicly use platforms. How you can handle with this threat? **AMBASSADOR LOGERFO:** Yeah, so it’s a great question. We focus – if someone is acting in any forum committing a crime, terrorist financing, anything that’s against U.S. laws, whatever forum they’re in, if they’re breaking the law, they’re breaking the law. And that’s something that we work with our partners on. Obviously, there’s different laws in different countries, but when people threaten the United States, whatever the mode of communication is – if it’s terror financing, if it’s conspiring for acts of terrorism or anything that would hurt the United States – we’ll take action on that. ### Proposed Reminder 129 — The Law Applies Whatever the Forum or Mode of Communication by Gregory LoGerfo > "If someone is acting in any forum committing a crime, terrorist financing, anything that's against U.S. laws, whatever forum they're in, if they're breaking the law, they're breaking the law. ... And we have – I think we have ways to do that through our website, through the State Department, and through our embassies. And yeah, I’d say that. So – yeah. **MODERATOR:** This concludes Q&A portion of this briefing. Would you like to share any closing remarks? **AMBASSADOR LOGERFO:** Yeah, just thank you. This is a really important issue. It’s important to the Secretary and the President. We, again, want to get at a threat before it really metastasizes. And far-left terrorism is something – we’ve seen it in the past, seen it in the middle of the 20th century, in the ‘70s in the United States, and just be able to be here in a few years or five years and say, well, look, we got on top of it, we got on top of it with 66 partners in that July of 2026, had follow-on meetings, and addressed this threat. And that’s the leadership prospect that President Trump and Secretary Rubio bring to this. We’ve got a great – the other thing I just want to say is we have a great counterterrorism team across the interagency with Sebastian Gorka, with colleagues at Treasury and at the Pentagon. Look forward to continuing to work with them, and thank you for all your questions today. **MODERATOR:** Thank you, Ambassador, for your time, and thank you to journalists for joining us. This concludes today’s briefing.
