# Intelligence Fusion
**Entity class:** Analytic and organizational method
**Domain:** Intelligence studies / counterterrorism / decision support
**Maturity:** Developed
## Definition
**Intelligence fusion** is the controlled integration of reporting, analysis, and contextual knowledge from multiple agencies, disciplines, jurisdictions, or partners into a more complete threat picture. It is not indiscriminate data pooling. Effective fusion preserves source provenance, classification, confidence, dissent, legal restrictions, and the distinction between collected information and analytic judgment.
## Counterterrorism Role
The National Counterterrorism Center is the central institutional example in the Joe Kent article. Its post-9/11 rationale was to reduce the risk that separately held fragments would remain disconnected. All-source intelligence names the product or analytic orientation; intelligence fusion names the process and institutional coordination that make such a product possible.
Fusion can occur domestically across agencies and internationally through liaison systems such as Five Eyes. Those are different architectures. A fusion relationship may improve warning while also creating security, privacy, provenance, or dependency risks. The existence of those risks supports controls and audit; it does not by itself show capture or eliminate the value of integration.
AI fusion is the computational scaling layer: automated systems correlate language, imagery, video, signals, cyber telemetry, geospatial data, and relationship graphs at volumes humans cannot traverse continuously. Machine-readable assurance is the trust layer that determines which identities, datasets, models, inferences, and actions are admissible across organizational boundaries.
## Joe Kent Rebuttal Context
A Direct Rebuttal to Joe Kent argues that categorical suspicion of "data fusion" conflicts with the defining purpose of the institution Kent led. The article's stronger point is a demand for category precision: fusion should be judged by authorities, safeguards, provenance, and effect rather than treated as inherently sovereign or inherently subversive.
